Debbie Link with Alabama Emergency Management Agency presented the hazardous materials emergency preparedness (HMEP) grant update and a timetable for local applications.
"In 2024, the amount of HMEP funding that was awarded to Alabama was $430,000 and $430,528," Link stated, then said the 2025 application submitted to the federal level requested $457,859. She said the bulk of subawards typically go to the state fire college and local EMAs and that allowable projects include commodity‑flow studies, plan updates and exercises tied to hazardous materials transportation. A 20% match is required for awarded projects.
Link explained that AEMA will open the local application window once federal funding is confirmed (applications typically open for two to three months), award subgrants based on allowability and available funds, and projects generally begin in the next federal fiscal year. She clarified that NASPO/NASIP0 conference travel slots in the budget typically fund AEMA staff attendance and that most training funded locally is delivered by the state fire college.
