Solicitor Wiley opened a conditional‑use hearing for Mr. Milton, LLC on Jan. 25 to consider a plan to develop a manufacturing‑zoned property as a warehouse and distribution facility with a retail component. Kenneth Estep of Mid‑Penn Engineering presented a traffic analysis estimating “the total number of trips in a given day is approximately 1,076 in and out,” and said traffic would be distributed across six state routes and two non‑state routes including Upper Market and Locust streets.
Council members pressed project representatives on how truck traffic would be routed through downtown Broadway. Councilmember Mrs. Meckley expressed opposition to increasing truck traffic on Broadway; a project representative, Mr. Damaghi, said the company has invested in rail improvements at the site and “would rely partly on rail transportation to reduce the use of public roads.” After testimony and questioning, on motion of Mr. Moralez, seconded by Mr. John Pfeil, council closed the hearing at 7:58 p.m. and, later in the meeting, Mrs. Meckley stated council would table a decision until the next council meeting. Solicitor Wiley reminded council it has up to 45 days to render a decision.
