Resident Steven Sherwood described maintenance steps and offered to coordinate volunteer work: "There is a pre emergent that we have on order. Once we get it we’ll get it out. We have enough ordered for Leffingwell park. We need to dig them out before they go to seed." Speakers also proposed a concrete pad under picnic tables, blacktop for Skyline when road crews are working and finishing the path that connects upper and lower Huachuca City to provide safe pedestrian access to the library and Activity Center.
SEAGO and councilmembers said park work may be eligible as a public facilities or public services project if scoped correctly, though routine maintenance and volunteer cleanup are not typical CDBG uses; they recommended listing park improvements on the project list and pursuing planning/design grants for larger capital work.
