Multiple residents described the casino lighting as dramatically changing the nightscape around Plymouth, with one calling it "like an airport" and another noting headlights and parking-lot illumination cast light onto adjacent homes. Residents asked whether there are code limits on fixture brightness, color temperature or mounting heights. "What was once a beautiful view overlooking the country is now looking like a parking lot of lights," one resident said.
City and county officials said the tribe told them lighting would be downward-facing to limit spill but acknowledged the casino sits on tribal land and is therefore not fully subject to local ordinances. Officials said they will press the tribe on lower color temperatures, shrouded fixtures and other mitigations and will raise the concern again in the next ad hoc meeting; they also suggested a fact sheet explaining what the city can and cannot regulate.
