Councilmember Geovona Thompson said, “I personally have been an advocate for trying to eliminate goat heads in our Town,” and asked that park renovations include irrigation or other maintenance plans to keep green spaces usable.
Resident Steven Sherwood noted pre-emergent herbicide orders for Leffingwell Park and recommended volunteer or donated supplies to maintain landscaping; Debra Trate urged shade structures and artificial turf at the pool to reduce goat-head exposure and provide comfortable seating. Staff and SEAGO noted that routine maintenance is not typically a CDBG-eligible ongoing expense, but slum/blight or capital improvements (shade structures, turf installation or park irrigation) could qualify if framed as a capital project with required national-objective documentation.
