Plymouth authorizes temporary reconnect of construction water at Acorn Ridge Casino until Dec. 11

The Plymouth City Council voted to authorize staff to temporarily reconnect a hydrant meter for construction at the Acorn Ridge Casino until the council’s next regular meeting on Dec. 11, 2025. Staff told the council Moorfield Construction Inc. had originally applied for hydrant-meter service on Feb. 26, 2025, the city had received a $3,577.25 deposit, and the developer had been charged $100 per 4,000 gallons plus a $30 monthly rental fee. Staff said the city disconnected service on Nov. 14, 2025 after discovering an encroachment permit had expired; Moorfield has since paid outstanding invoices and requested reconnection for construction purposes.

During public comment voices differed: some residents said the matter was primarily between the contractor and the tribe or county and urged the council to secure documentation such as well data and trust records before moving forward; others emphasized the jobs and paychecks tied to completing work. Council members asked staff to ensure any temporary reconnection include a clear end date and to bring the encroachment permit and water-rental authorization back to the Dec. 11 meeting for formal approval. A motion to reconnect the meter until Dec. 11 passed on a roll call with three affirmative votes.
