A written submission from Sebastian Rivas argued that "the city of Jamaica Beach is improperly using GCAD data to determine SCR occupancy and issue citations under ordinance 2,006 dash 1," and said GCAD records "are strictly for tax assessment, not municipal licensing," leaving property owners no way to fix inaccurate data used by the city. The submission urged the city to rely on independent surveys, floor plans, or STR-specific inspections instead of third-party tax data.
Several residents and additional written commenters expressed support for the ordinance and its enforcement. Shereen Quintero, listed at 16709 Montego Way in a submitted comment read into the record, wrote that the council "has worked hard on this issue and has listened to the concerns of the residents." Another submitted comment from Lisa Genuchu expressed "wholehearted support" for the ordinance.
The clerk read multiple written statements into the record, and a resident who identified himself during live comment noted the proposed rules mirrored steps taken by neighboring municipalities. No council vote on the ordinance was recorded during the public session; a council member later said she would direct counsel to table the topic for a later date.
