Huachuca City held a required public hearing March 21, 2026, to gather input on possible uses for an expected $516,000 in FY2026 Community Development Block Grant (CDBG) funds. SEAGO senior planner William Osborne explained the split between regional account, state special projects (SSP) and colonias funding and urged the Council and public to assemble a candidate list for the Town to consider adopting by resolution.
"The Town of Huachuca City is expected to receive approximately $516,000 in FY2026 of federal Community Development Block Grant (CDBG) funds," Osborne told the council and attendees, describing eligible activities including water and wastewater, streets, community facilities, housing rehabilitation, public services and economic development. He said SEAGO will provide technical assistance during application preparation and that SSP or colonias grants can help fund planning or design work to make projects more competitive.
Osborne outlined program constraints: regional account awards rotate (the town is in the 2026 rotation), colonias funding is competitive and limited to certain infrastructure or housing activities, and SSP grants are useful for engineering and pre‑construction work. He told the meeting that CDBG national‑objective rules require 51% of beneficiaries be low‑ and moderate‑income and estimated Huachuca City’s service area is largely eligible.
Mayor Johann Wallace told residents their ideas would be recorded for the Town’s candidate list and that Council would not pick a final project at the hearing. "We’re going to collect ideas…so we start getting ideas on where we could potentially use CDBG funds," Wallace said, urging people to supply addresses so suggestions can be verified for eligibility. SEAGO emphasized that applications score better with shovel‑ready designs and completed environmental review.
