Huachuca City officials and a regional Council of Governments representative held a public hearing March 21 to gather ideas for spending an expected $516,000 in FY2026 Community Development Block Grant (CDBG) regional account funds from the Arizona Department of Housing (ADOH).
William Osborne, a SEAGO presenter, explained CDBG priorities and eligibility, saying the program supports ‘‘housing, infrastructure, the living environment and economic development opportunities’’ and that funds ‘‘must be used to benefit low‑income persons and areas, alleviate slum and blight or address urgent need.’’ He also described that SEAGO prepares applications and provides technical assistance to member towns.
Osborne outlined the three main CDBG tracks the town could pursue: the regional account (rotating allocation for SEAGO jurisdictions), state special projects (SSP) — an annual competitive fund for planning and projects up to roughly $700,000 — and Colonias funds for qualifying communities with documented deficits in potable water, sewage or housing. He urged the council to compile a list of project proposals at the hearing so they can be included in a resolution for later application steps.
Mayor Johann Wallace emphasized public input and said the council will not select a single project at the hearing but will use the submissions to form the official project list SEAGO will submit. The hearing record and minutes will be used to verify community input for future applications.
