Commissioners approved staff’s recommendation to waive several noncoastal zoning ordinance parking design standards for the reinstated conditional use permit at 3288 East Vineyard Avenue.
Planner Eric Gasca explained the zoning calculation and adjustment that produced a nine-space requirement and said the project provides nine existing spaces; he recommended waiving the design standards because the parking layout is existing and not being changed. "Staff therefore recommends that the planning commission determines that the 9 existing parking spaces satisfies the project off street parking requirement," Gasca said.
Vice Chair Cushing and other commissioners pressed the applicant on practical parking use. Applicant representative Marcel Hernandez said staffing is staggered across the day, so although eight employees are reported for a typical workday, "different times of day, there are different staffing counts there," and commissioners were told typically four to five employees are present at one time, leaving room for customer parking.
No members of the public spoke on parking during the public-comment period for the item. The commission’s approval incorporates the waiver as part of the PL24-0131 action.
