Residents press board over steep assessment increases; refund approved for one homestead error

Several residents told the Adams County Board of Supervisors on Aug. 3 that recent property-assessment increases had sharply raised their tax bills and their mortgage escrows.

Marsha Parson, who said a computer error failed to apply her homestead exemption, told the board she was overcharged by more than $900 and asked for an immediate refund. "I respectfully request a refund of my taxes that I overpaid because my homestead exemption was not recognized," she said. Board staff confirmed the overpayment at $965.23 and the board approved a refund on a unanimous voice vote.

County staff and the board repeatedly explained the statutory objection process to those in the room. A staff member told residents the board can be forced to review an assessment only if the taxpayer files a written objection during the statutory window: "If you want the board to have to review your objection, then you need to put it in writing and submit why," the staff member said, urging people to file before the close of business.

The meeting also included broader complaints about how assessments are calculated, how many outside appraisals are required, and the board's earlier pledge to consider a millage decrease. Board members said they will evaluate written objections and, where appropriate, may adjust valuations under discretionary authority later in the year.
