County considers naloxone vending machines; staff to seek legal guidance and opioid-settlement authority

Mary Kate Daugherty of the Adams County Youth Corps told the board the county had roughly 90 suspected overdoses in the last two years (per an OD map) and urged action to increase access to naloxone. She distributed information on vending-machine programs other jurisdictions use.

Board staff said they support the project's public-health intent but need a legal route before purchasing. A staff member noted several jurisdictions have used opioid-settlement funds and related exhibits to expand naloxone distribution, and the board directed staff to request the relevant statutory authority and an attorney-general opinion if necessary before approving purchases.

The board asked staff to identify counties that have placed vending machines and to return with the applicable legal citations and procurement steps.
