City says Holiday Drive shelter aims to open Sept. 1 as operator details are finalized

City staff said they are working to open a temporary low‑barrier emergency shelter at 2000 Holiday Drive and are targeting Sept. 1 for the facility to begin operations. Roman, assistant city manager, told councilors the city is "working feverishly" on preparations and that "we are actually shooting for September 1." Roman said the city is still finalizing legal details with the city attorney and has not executed a formal agreement with an operator but believes it has identified an organization with the capacity to run the shelter.

Councilors pressed staff about what remains to be resolved before an operator is confirmed, and Roman said the outstanding issues are a mix of compliance, legal questions and contract nuances. When asked about whether the city would need to close the facility for renovations later this year, staff said there are two tracks: an immediate emergency shelter track to relocate willing encampment residents and a longer‑term track for operating plans and renovations. "We are really encouraged about, what we know so far that, September 1 is likely the day," Roman added. The city also said it is coordinating with local providers and plans to retain a third‑party contractor able to move quickly to help open the shelter.
