City says outreach teams contacted 38 people; point‑in‑time counts differ

City staff and partner providers told councilors that teams conducting the point‑in‑time (PIT) assessment made contact with dozens of people at the encampments but that earlier informal estimates of the encampment's size varied widely. Speaker 7 said outreach teams "spoke to 38 individuals that were participating in the assessment period," while provider remarks noted a PIT momentary count of 35 and a total of 38 assessed through followups. Roman said the team "had been able to make 54 connections" to services including SNAP assistance, health care coordination, employment and case management.

Providers cautioned councilors that PIT data are a point‑in‑time snapshot and that prior media reports of up to 115 people were not formal counts. A provider presenter gave a preliminary demographic breakdown from the first pass: about 65% identified as white, roughly 30% as Black or African American, about 5% Hispanic and an average age of about 37. Staff said they are still compiling and validating the PIT and assessment data and will return with more precise figures.
