Historic commission continues 77 K Street ADU application over missing structural details

The Newport Historic District Commission continued the application for 77 K Street after members said the submission lacked key details needed to evaluate impacts on a contributing garage. Thomas Wall, the applicant (speaker 12), told the commission he had provided structural photos and revised plans but that his engineer could not attend the hearing. "We're gonna be raising it about 32 inches," Wall said when asked about the proposed elevation, and he added he would provide the engineer's rationale at a future meeting.

Commissioners flagged three main concerns: whether the roof or the foundation would be raised, how much the proposed work would change the building's visible scale, and the absence of a window inventory and manufacturer cut sheets. One commissioner (speaker 9) said, "I think it changes the scale and proportion of the existing building to the detriment," and recommended conditions such as a belt course or limited foundation treatment rather than raising the roofline. The commission advised the applicant to provide photos, a structural report, exact elevations and material cut sheets and voted to continue the application to the HDC's next regular meeting (Sept. 14) so engineers and the preservation planner can supply the missing information.

The action to continue was a procedural motion to the next scheduled meeting; the commission did not take final action on the certificate of appropriateness and asked staff to ensure a window inventory and material specifications are included in the resubmission.
