Julian Barclay and other residents urged the council to finish a pedestrian path that connects upper and lower Huachuca City, noting the steep hill and lack of a safe walking route to the Activity Center and library. Barclay said completing the path would provide a direct, vehicle‑separated route for students and residents.
Councilmembers and residents also raised traditional traffic‑calming measures — signage, speed bumps or speed tables — and noted that sidewalk gaps and debris force pedestrians into the roadway. Osborne advised that sidewalk and street improvements are typical CDBG‑eligible activities if the project can demonstrate low/mod income benefit or otherwise meet national objectives; the town would need design documents and environmental review to score well in applications.
Next steps: staff to include sidewalk/path projects among candidate items in the hearing record and to evaluate cost, scope and potential funding (regional account, SSP, or other state/federal programs).
