Board approves fireworks permit, right-of-way work and a liability waiver; one abstention noted

At the Aug. 11 session the Board approved several routine permits and a waiver. By motion, the supervisors approved a fireworks permit for Chad Mulford for Sept. 5, 2026; the motion passed with "all ayes."

The Board also approved an application from Soil & Septic LLC to perform work within Franklin County Highway right-of-way. The motion carried, but Supervisor Vanness abstained "due to conflict of interest as Vanness is part owner in the company doing the work," a fact recorded in the minutes. Separately, the Board granted a waiver of the county's liability-insurance requirement so that Timothy Beer may serve as a driver for veterans; that motion passed with all ayes.

Motions were recorded as moved and seconded by named supervisors in the minutes (for example, the fireworks permit motion was "by McVicker, seconded by Lukensmeyer"). The minutes do not list additional conditions on the permits or the waiver beyond the Board's approval and the recorded abstention on the right-of-way matter.
