Staff outlines water/wastewater capital projects and proposed transfers from enterprise funds

City staff reviewed enterprise funds and proposed capital projects paid from the water/wastewater fund and related balances. Louis told the council the water/wastewater fund will partially fund capital projects and listed specific allocations: $1.5 million for wastewater treatment-plant work (Plant No. 2), $400,000 for water meter register updates (phase 3), $450,000 for engineering of Lift Station No. 4, and $500,000 to upgrade the reuse-water facility.

Staff noted these funds are restricted and that some transfers to the general fund cover shared services. Council members asked how transfers and internal-service charges are allocated and received clarification that departments that provide cross-cutting services (city engineer, finance, payroll) receive proportional reimbursement from enterprise funds.
