Rosenberg council unanimously adopts CCPD FY 2026–27 budget ordinance

The Rosenberg City Council approved ordinance number 2026-33 on a voice vote, adopting the Crime Control and Prevention District (CCPD) budget for fiscal year 2026–27.

Felix (speaker 2) moved to approve the ordinance and Amanda (speaker 6) seconded; the mayor called for a voice vote and, with no opposition, the motion passed unanimously. Police leadership had recommended approval after the CCPD board voted to present the budget to council on July 7, 2026.

Police chief (speaker 7) summarized the package, saying the proposed budget "includes funding for overtime, new enforcement positions, emergency communication staffing, a municipal court support staff, traffic enforcement units, technology upgrades, and facility improvements." He also told the council, "So it is adding 6 additional positions to the police department this year that were not in existence previously." The chief and staff emphasized that quarterly reports will show how funding and positions are used.

During a brief public hearing before the vote, Susan (speaker 8) urged vigilance, warning the budget appears "heavily weighted towards personnel" and that one-time startup costs could reduce future flexibility. Council and staff clarified that some positions were transitioned from the general fund into the CCPD and that the CCPD provides an additional funding source to be overseen at both the CCPD board and council levels.

The ordinance adoption completes council consideration of the CCPD budget; later in the meeting the council recessed into executive session to consult with the city attorney regarding pending or contemplated litigation under Texas Government Code §551.071.
