City planning staff presented a zoning-text amendment to add "reception halls" as an allowable use in the Downtown North District under a conditional use permit and with four supplemental operational standards intended to protect adjacent residential areas.
Staff described requirements including specific floor plans showing ingress/egress and restrooms, screening fences for outdoor activities adjacent to residences, occupancy limitations for buildings over 4,000 square feet and a requirement that amplified outdoor music cease by 10:00 p.m. when outdoor activity is proposed; staff noted nuisance ordinances remain enforceable for indoor activity that becomes a problem. Planning & Zoning unanimously recommended approval and the council approved the ordinance unanimously after clarifying questions about noise and enforcement.
A council member thanked staff for the safeguards included in the proposal and cited P&Z's unanimous recommendation as part of his support.
