Council approves consent agenda including TxDOT advanced funding for a new signal and sewer easement with College Station

Staff presented consent agenda items including item 5b, a TxDOT advanced funding agreement to install a new traffic signal at Finfeather and Dodge intended to mitigate train-related backups. Staff said federal grant funds will pay for construction and the city's estimated cost is approximately $29,000; the project is in the CIP with $700,000 reserved for the signal in 2027.

Staff also presented an easement request to grant College Station two 20-foot easements (one permanent, one temporary construction easement) related to future wastewater main pipelines tied to a prior agreement between the cities. Staff noted granting the easement does not confer authority for College Station to provide sewer service within Bryan's certificated area; if the city later needs the line moved it would be at Bryan's expense. Council approved the consent agenda unanimously with Councilman Torres noted as recusing himself from item 5l.
