Council hears sales-tax forecast linked to proposed Price Chopper; staff to share financial-impact report

Councilors discussed a staff-produced financial-impact estimate tied to a proposed Price Chopper development during the Aug. 10 meeting and asked staff to provide the full report for council review.

Kristen, a city staff member, described the consultant’s projection as "the projected future increase in sales tax above and beyond what we already collect from Price Chopper would be $50,000 and it [is] growing from there," adding the $50,000 figure would be most relevant beginning in FY28. Staff also explained how specialized sales-tax allocations flow to particular funds (example: general fund 1%, park/stormwater 0.5¢, capital/transportation 0.5¢ each, pool capital 0.25¢). Councilors pressed for the financial-impact detail and discussed whether to treat the projection conservatively in next year’s budget.

Council directed staff to provide the financial-impact report and to return with clearer revenue timing assumptions during upcoming budget preparations.
