Council to consider repeal and replacement of municipal budget code ahead of budget season

City staff told council that two ordinance actions (noted as O060826 and O070826 in the packet) will repeal and replace outdated municipal budget-code language to reflect Homewood’s current form of government. Staff said the existing ordinance includes duties for a council-manager model that are no longer applicable and recommended repeal and replacement to make the budget process consistent with current administrative roles.

The chair announced the ordinances would go out that night and be placed on the council agenda for vote. Staff described the replacement as administrative: department heads report to the city manager, the city manager reports to the council, and council is expected to pass a budget before the start of the school year. No substantive policy shifts or dollar amounts were adopted in pre-council.
