Jeff Carroll, presenting for city staff, described two TxDOT schematics to improve the River Road/Herff Road intersection and said the city is being asked to endorse a preferred alternative so TxDOT can proceed with design. Carroll explained that Alternative 1 adds dual left‑turn lanes and a free‑flow right turn and includes an easement request to build a pedestrian bridge and shared‑use path; he said the Cibolo Center for Conservation supports Alternative 1 and has passed a resolution to allow an easement.
"River Road is technically State Highway 46," Carroll told the council, and the project must meet federal standards because it uses federal funds. Councilmember moved to adopt Resolution No. 2026‑R44 endorsing Alternative 1; the motion was seconded and the council voted 5–0 to approve the resolution. The county is expected to consider the same endorsement at its upcoming commissioners court.
Staff noted that Alternative 2 would widen existing bridges but would remove large trees in the island and likely cost more and take longer. Endorsement allows TxDOT to further design the preferred scheme and pursue federal funds and easement agreements with adjacent property owners.
