Commissioners direct staff to move draft grants administration policy toward formal adoption

Julie Wheeler (intergovernmental relations officer) and Dashiell Daniels (grant administrator) presented a draft grants administration policy that would codify procedures for grant applications, subrecipient determinations, financial and property reporting, monitoring requirements and Title VI compliance.

Daniels told the court the policy formalizes practices already used by departments, clarifies when the court must accept grant awards, and adds standardized application and monitoring forms. The policy references federal grant requirements (including 2 CFR 200) and intends to centralize information so the county can better track award performance and identify staffing gaps for post‑award monitoring. Daniels asked the court for direction to work with the county attorney to bring the policy back for formal code adoption; Commissioner Trevillian moved approval and Commissioner Morales seconded; the court approved the direction unanimously.

Presenters said the policy is intended to improve compliance, standardize subrecipient determinations and help departments produce the performance and budget information needed for longer‑term funding decisions.
