Council to clarify road‑priority rules after resident raises lawsuit and right‑of‑way concerns

Councilor Murray asked for a follow‑up discussion on Pereyo Road and whether earlier decisions that elevated another road were consistent with village procedures. A resident/participant (S10) told the council there had been a prior lawsuit and settlement involving village rights of way near Laurel Lane and warned that staff work had been happening at the staff level that councilors may not be aware of. “There was a lawsuit several years back involving the village and Mr. Vigil ... that was settled by a settlement agreement,” the participant said, urging the council to consider background before promising work to citizens.

Staff responded that they have been working to secure dedications from landowners to create a regulation‑size right of way up to Laurel Lane and said they would meet with the resident and the public‑works director to clarify status. Councilors agreed that public-works and engineering staff should attend any subsequent discussion so the legal status and ICIP (road grant) eligibility can be clarified before commitments are made.
