PSA director resigns; council signals policy changes on trash billing

Council reported the resignation of the PSA (Public Service Authority) director and said interim action will address longstanding collection and operational issues. One council member said the authority will capitalize on the Code of Virginia to pursue collection from property owners for unpaid garbage bills, rather than continuing existing practices that left staff frustrated.

"We, our director resigned," the council member said, adding that the council would "make some legislative changes" and that interim leadership would step in to "bridge the gap" until the PSA can hire a new director. Several council members said they expected to use the transition period to improve collection and operational practices and that they would bring updates at the next meeting.
