City Attorney Darcy Swetnam explained the change is primarily administrative: Tyler’s system cannot accommodate the prior numbering scheme, so the code language must be updated. Two additional cleanups were included: renaming a position reference from “contract specialist” to “contracts and grants manager” and clarifying the mayor’s contracting authority for dark fiber lease modifications. Council members thanked finance and contract staff for manually updating roughly 900 open contract numbers to conform with the new format.
The ordinance passed on a roll‑call vote (ayes 7, nays 0). The clerk read the roll and recorded the ayes.
