Bay City swears in Rick Heyman as city manager; he outlines 100-day listening plan

Rick Heyman was officially sworn in as Bay City's new city manager at the opening of the Aug. 10 commission meeting and used his early remarks to describe a 100-day listening-and-planning approach.

Heyman told the commission and audience he was about 10 days into the job and was meeting staff and residents to gather information. "I gave myself 100 days to listen, learn, get out into the organization and into the community, and to put together a plan for roads, and, for jobs and for housing, the fire stations," he said. He encouraged residents to apply to boards and the Citizens Public Safety Academy and thanked department heads and employees who helped him find his footing.

Commissioners welcomed Heyman and said they looked forward to his plan. In earlier remarks the mayor and commissioners also recognized staff for election administration and National Night Out and raised local concerns including short-term rental enforcement and public-safety staffing.
