USBE staff said state funds (liquor‑tax allocations and a smaller state reduced‑price supplement) help limit meal costs but stressed household responsibility for unpaid accounts and noted LEAs must decide how to reconcile deficits. The committee approved the clarified rule on first reading and forwarded it to the board for final reading.
