USBE clarifies school‑meal program rules as unpaid meal debt rises; LEAs keep collections responsibility

Policy staff told the Standards & Assessment Committee they revised rule language to clarify who is responsible for school‑meal administration and reimbursements following questions from LEAs and changes from last year’s legislation. The goal, staff said, was to clarify roles and ensure LEAs can access reimbursement and reporting information more easily.

Kim Loveland, a child‑nutrition director, described challenges food‑service directors face since federal temporary free‑meal policies ended after COVID: fewer households complete optional applications for free or reduced price benefits, unpaid meal accounts have grown, and some food‑service staff have faced threats when attempting collections. USBE staff said state funds (liquor‑tax allocations and a smaller state reduced‑price supplement) help limit meal costs but stressed household responsibility for unpaid accounts and noted LEAs must decide how to reconcile deficits. The committee approved the clarified rule on first reading and forwarded it to the board for final reading.
