Council moves to pursue funding and vendor approvals for urgent wastewater repairs

Edinburgh Town Council voted to authorize staff to contact vendors and move forward on urgent wastewater-plant repairs after staff described multiple failing components and a package of quotes that staff said totaled about $389,899.

The council heard from a staff member that the plant’s fine screen, grit collector and other items had deteriorated “to a point now we cannot put this off anymore.” The staff presentation described the mechanics and importance of a fine screen, saying, “It just removes the the fine particles before the biological treatment,” and urged prompt procurement because lead times are lengthy.

Council members asked how the town would pay for the work. Options discussed included a short-term loan from the electric fund, a rainy-day-fund loan with later reimbursement if a bond is issued, or pursuing a larger bond to cover multiple plant and system needs. The council directed the town attorney to contact bond counsel and asked staff to return with clarified cost numbers and financing proposals. One member summarized the problem bluntly: “Somebody else kicked the can down for 20 years, and we’ve all inherited it.”

For now, the council authorized staff to contact the listed vendors and proceed with procurement steps while returning with more detailed budget and financing options at a future meeting.
