Council adopts transfers resolution to cover rising electric transmission fees

City Manager Rob introduced Resolution 2026-R-27 as an authorization to move already-appropriated funds between city funds so the electric utility can cover higher-than-expected transmission costs. "It's authorizing and ratifying transfers and advances within various funds of the city of Bellbrook," Rob said, explaining the transfers are not a supplemental appropriation but internal movements of existing budget authority.

Rob told the council the change in transmission fees earlier this year has had a major impact on the utility's bills, describing the increase as nearly doubling those costs; to respond, staff proposed moving capital outlay funds that will not be spent this year into utility operating accounts. The council moved to open the resolution for discussion, considered it briefly, and adopted the measure by roll call (members recorded in sequence as Mister Ashley, Mister Cyphers, Mister Greenwood, Mister Havens, Deputy Mayor Hope, Miss Wright and Mayor Schweller; the mayor declared the motion carried).
