D and B Processing says it followed code and made costly mitigation steps

D and B Processing told the board it operates the manufacturing processes inside enclosed buildings and that outdoor storage is a permitted, screened use under the industrial-light zoning code.

The company's representative argued the citations were unsupported by parcel-specific evidence and described multiple mitigation steps the company has taken: moving scrap containers to the far side of the property, building three solid metal fences and an 8-foot concrete wall, purchasing a water truck to control dust, and installing air conditioning in shops so roll-up doors need not be left open. "We've now spent $60,000 putting an air conditioning in the shop," the representative said, describing the company's investment to address complaints.

Owner Doug Burgess also addressed the board, confirming the relocation of scrap containers and the installation of fences and the concrete wall, and saying some neighbor-recorded videos were acoustically amplified by screens or garage doors.
