Commission recalls approved new backhoe purchase after scrutiny over price and financing

A contested procurement for a backhoe at the Bergen County transfer station dominated a lengthy portion of the meeting.

The transfer station supervisor told commissioners the facility needs reliable equipment that can operate inside the tipping floor and withstand the work environment. Commissioners and staff disagreed over whether to buy a brand‑new Caterpillar for roughly $179,000 or pursue certified pre‑owned units or alternative machinery that would meet operational needs at lower cost.

One commissioner said the county lacks a lifecycle and replacement plan for equipment and worried about the optics of committing scarce funds to a single high‑cost purchase; another commissioner and the transfer station supervisor argued the new unit’s warranties and suitability justified the price. “All I was asking for was something to do my job with... as long as I have something to work with that doesn't break down every other day,” the transfer station supervisor told the commission.

Following discussion, a motion to recall the previously approved purchase and direct the public works director to gather five viable used or lower‑cost options (including certified Cat pre‑owned machines) passed by a recorded vote of four in favor, one opposed. Commissioners asked staff to present price, warranty and financing comparisons when they return.
