Planning commission begins redline review to align land-use code, bylaws and Robert's Rules

The Grand County Planning Commission opened a workshop Aug. 10 to review redlined updates intended to reconcile the county's land-use code, commission bylaws and Robert's Rules of Order. Staff lead Andrew walked the commission through the draft changes and cautioned commissioners that the rewrite is extensive and will require more work before any public hearing.

"Robert's rules are the default if you don't have anything other," Andrew said as he framed the code and bylaws as complementary governance tools that must be reconciled. Commissioners discussed removal and recusal language required by recent state law updates, quorum and voting mechanics tied to the number of appointed commissioners, and the practicalities of remote participation and packet distribution.

Commissioners asked staff to produce a tracked-changes draft and reconvene in two weeks for page-by-page review. Andrew said staff will highlight edits so commissioners can see what changed as a result of the workshop. The commission did not take formal action on the code at the meeting; members agreed the process will include additional workshops and a public hearing once the draft is complete.
