Commission debates ex officio vs. liaison roles and majority-by-appointment voting rule

The draft code replaces the term "ex officio" with "liaison" and clarifies that liaisons are nonvoting representatives appointed by the county commission. Commissioners debated specifying the number of liaison seats and emphasized that the number should be codified, not left to ad hoc county-commission direction.

"Ex officio means, by right of office...They can vote. They can do everything," one commissioner said while explaining the difference between an ex officio member and a liaison. The commission also discussed language that would require an affirmative vote equal to a majority of appointed regular members — meaning the number needed to pass a motion would not change with attendance — and members raised concerns about the practical implications if seats are vacant.
