Staff to draft mural guidelines and utility-box policy after city attorney flags speech concerns

City staff told the commission that a proposed art mural policy for privately owned, publicly visible murals was reviewed by the city attorney, who advised that the city should not regulate individual speech on private property. As a result, staff said it will pivot from a formal regulatory policy to nonregulatory mural guidelines and will bring drafts to the commission for feedback.

Staff also said it will coordinate with Public Works on a separate policy for city-owned utility boxes (where the city can set requirements). Both items are early in the process and will be scheduled for future meetings for commissioner input before any formal adoption or council action.
