BOQUET VALLEY CSD unveils $31M–$46M capital project options, schedules fall referendum planning

The BOQUET VALLEY CSD superintendent presented detailed facility proposals on July 1 as the district moves toward potential consolidation of elementary campuses. The architect and construction manager provided three scenarios: a minimal option (total project about $31.45 million), a moderate option (~$36.28 million) and an extensive option (~$46.28 million). The superintendent said the State Education Department’s maximum cost allowance is $25,500,000 with an estimated state aid of $22,970,000 on that allowance, leaving a local share that varies by scenario.

"SED has the maximum cost allowance, 25,500,000. Project aid ratio to 90.1, and the estimated aid, 22,970,000," the presenter said, summarizing the state funding assumptions. Board members discussed using approximately $6.6 million in capital reserves to lower the local share, the implications of bonding and interest-rate uncertainty, and whether to present additions and renovations as a single referendum proposition or split them to reduce the risk that necessary renovations would fail if a larger addition is rejected. Trustees asked staff for updated estimates of taxpayer impacts, bond terms, and refined project-grouping recommendations from the architect prior to narrowing an option or setting a formal proposition for voters.

The superintendent proposed scheduling architect presentations with community engagement in August to explain options and collect public questions before finalizing a referendum timeline that would start design in 2027 and aim to complete renovation work by 2030 if approved.
