Council hears first reading of ordinance to allow shipping containers for active agriculture with safeguards

At first reading council considered a text amendment to the community development code that would allow shipping containers to be used in active agriculture, with conditions to avoid adverse impacts on nearby residential areas. Planning staff said the change came back from multiple planning-commission meetings and that language now requires limitations such as setbacks and screening and measures to demonstrate the container is used for bona fide agricultural activity.

The staff presentation noted the amendment arose from a council request to remove barriers that inadvertently prevented farming uses and that the planning commission and Farm Bureau were consulted during drafting. Council members probed the scope of the changes and whether accessory-shed rules or dwelling prohibitions remain in effect; staff and planning acknowledged the ordinance is intended to allow agricultural uses while preventing conversion to residential units.
