Franklin approves $25,000 contract with Strand Associates for wastewater local-limits reevaluation

The Franklin City Commission approved a $25,000 contract with Strand Associates, Inc. to prepare a local-limits reevaluation for the city’s wastewater program as required by the Kentucky Division of Water and the city’s KPDES permit.

Trent Koff told commissioners the federal regulation and the state permit require a technical evaluation after permit issuance or reissuance and recommended the city engage Strand Associates for the study. “I would like to recommend, contracting with Strand Associates Incorporated to prepare the local limits reevaluation for the Kentucky division of water requirements in the amount of $25,000,” Koff said. He noted the funding is available in account 02/2627 and that the city has about 13 permitted industrial users whose monthly reports are reviewed; the city samples twice yearly to verify results.

Commissioners discussed the scope briefly — the work focuses on industrial discharges and metallic constituents such as zinc — and moved to authorize the mayor to sign any necessary documents. The motion was made by Commissioner Bush and seconded by Commissioner McQuery and was approved on the record.

The contract directs technical work required for regulatory compliance; the city did not record a detailed timeline for Strand’s deliverable on the public record during this meeting.
