A committee member urged the board not to grant a blanket waiver for sidewalks at the Millbrook Subdivision, citing the proximity of a planned parking lot for Coastal Mountains land and questions about school-bus access. "It says that subdivision transportation the design of the plan, the size of the cul de sac, the size of the cul de sac... can a school bus swing around there, will the school district require a bus shot at Monifin Road, how will, children get safely to that?" the committee member asked during the hearing.
Other board members asked for more detail before deciding on a sidewalk waiver. The chair noted that some engineering drawings showed sidewalk stipulations and that a finalized curb and profile will need to be submitted; members agreed to revisit the sidewalk waiver when the parking agreement and final plans were available. The board repeatedly framed sidewalk decisions against the comprehensive plan and the ordinance's provisions for pedestrian traffic generators, saying the board must record specific findings when granting or denying waivers.
