Planning board grants some procedural waivers for Millbrook plan, debates stormwater threshold

During the preliminary review the board considered several waiver requests tied to required preliminary submissions. A board member moved to grant the waiver for the high-intensity soil survey by a registered soil scientist and separately moved to grant a waiver for an estimate of peak traffic volumes and vehicle types.

"I'll make a motion that we grant the waiver for the high intensity soil survey by a registered soil scientist," one board member said, and later, "And I'll make a motion that we grant the waiver for the estimate of peak traffic volumes and vehicular type." The board also debated stormwater-management requirements; several members noted that while individual lots may remain under DEP's one-acre disturbance threshold, the entire property’s eventual buildout could exceed that threshold and thereby require a DEP stormwater-management plan and permit.
