Staff presents emergency comprehensive plan amendment and RS-20-to-RS-15 rezoning proposal

City planning staff presented an emergency comprehensive plan amendment and related rezones intended to resolve inconsistencies between the comprehensive plan and the RS-20 zoning designation.
