Karen Smith explained the district structured amortization to reduce the I&S (interest and sinking) tax rate from 40¢ to 37¢ under the proposed debt structure and said some bond issues will be retired on different schedules depending on asset life cycles (technology five years, buses 15 years, long‑lived buildings up to 2056). Public commenters and trustees debated whether the bond package appeared omnibus or broken into discrete propositions; the board said all scope sheets and long‑range planning documents are posted on the bond website for public review.
