Council establishes non-reverting historical marker fund, sets $2,500 2026 appropriation

The Vermillion County Council voted to create a dedicated, non-reverting historical marker fund and to seed it with a $10,000 transfer from the general fund, together with a $2,500 appropriation for 2026 expenses.

President James read the resolution describing fund number 8131 and told the council, “This would establish that new fund, and what it would do is take $10,000 from the general fund and put it into, fund number 8131.” The resolution's language specifies that the fund will be used to pay costs associated with purchasing or installing historical markers, and that it will remain nonreverting so unspent money stays available for future marker invoices.

Council members discussed the administrative benefit of a single fund that removes the need to repeatedly appropriate marker money when invoices arrive across fiscal years. The resolution was moved, seconded, and approved by the council at the meeting. Council members noted a recent example in which invoices and marker timing required repeated appropriations and said the new fund will simplify future payments.

The Heritage Alliance representative invited the public to a marker dedication planned for Saturday, Sept. 12 at 2:00 p.m. at the county fairgrounds, and said the Indiana Historical Bureau and tribal preservation officers had been engaged in developing marker text and approvals. The council also discussed future budget work to ensure the fund remains capitalized in subsequent years.
