Manager: paid parking stopped after city notice; magistrate assesses admin fee

The magistrate found BRE Mariner Dolphin Village LLC (a Brixmor property) in violation of the city's zoning code for selling paid parking without the necessary permits, but did not find the violation irreversible. Pareen Furet, property manager for Brixmor Property Group, told the hearing that the paid‑parking vendor stopped operations after the city advised the property and that signs and enforcement were removed.

"As soon as the violation was received, we sent it over. We stopped all parking enforcement at that property," Furet said. The magistrate concluded the property was now in compliance and assessed $330 in reasonable administrative costs; she warned property management that a second violation could incur daily fines up to $500 or a one‑time fine of $5,000 if the city proves the violation is irreversible. The magistrate gave the property manager guidance on pursuing a conditional‑use permit if the owner wishes to resume paid parking under the proper channels.
