Tyrone DDA approves MOU to pursue development of Clark property, removes phase tied to police/fire site

The Tyrone Downtown Development Authority voted Aug. 10 to approve a memorandum of understanding (MOU) to pursue development of the Clark property.

Staff presented a redlined MOU that narrows scope to the Clark parcel and removes text referencing a separate "phase 2" connected to police and fire station land the DDA does not fully control. The MOU sets out an intent to negotiate in good faith, an exclusive negotiation window while the MOU is active, and language describing design collaboration for a public restroom on the property. Staff said the MOU is not a contract and can be relied on as a statement of intent that does not commit the DDA to purchase or convey property.

Board members agreed the redlined version better reflected town interests; the Chair said the current draft "is the best version I've seen" and the board moved, seconded and approved the MOU. Staff said that approving the MOU will not halt negotiations and that additional details — including purchase terms or a formal contract — would be handled later if the parties proceed.
