Magistrate asks for overnight noise confirmation after vendor reduces chiller decibels

The magistrate ordered the city to check overnight noise levels after a Postcard Inn contractor reported a 10–13 decibel reduction achieved through software adjustments to chiller/fan controls, but nearby property managers insisted the temporary fix may not hold at night.

Consultant Kevin Riali, representing the property owner, said adjustments to fan and blower settings produced a measurable reduction: "They saw a 10 to 13 decibel reduction by changing those speeds," Riali said, and he offered a field report and measurement data for the record. Mir Kovarik, general manager of the nearby Silver Sands Beach and Racquet Club, told the magistrate he still hears the equipment from about 250 feet away and cautioned that nighttime conditions and maximum system demand could cause the noise to recur. "I can hear right now at the clubhouse... almost 250 feet away, and I can hear that equipment actually running," Kovarik testified.

Magistrate Augello said the record showed daytime compliance after the changes but that she could not yet confirm overnight compliance and scheduled a September follow‑up so the city can perform the overnight readings. The magistrate said she would close the loop if overnight levels are compliant or continue enforcement if not.
