The Lake County Board approved a slate of resolutions on finance, procurement and appointments during its regular meeting.
Clerk-read items carried by motion and roll call included: release of $48,009.65 in construction surety and retention of $4,700 as a three-year maintenance surety for Quail Highlands Phase 6 (Concord Township); change order number 4 on the Lake County Road Resurfacing Project 2024 with Col Burton Contractors LLC reducing the amount by $60,690.84 (LCE project 2023-018); approval of plans and the estimate of cost for sanitary sewers for Mentor Heights Subdivision Phase 2 in the City of Mentor at $113,109.54 (job no. 25-38); and certification of unpaid sewer sums and administrative charges to the Lake County auditor.
The board also reappointed David W. Bennett and Virginia Jenna Bing to the Lake County Senior Citizen Advisory Panel for three-year terms ending 09/30/2029 and reappointed Lyle DeShull (term length clarified during discussion). The clerk read a resolution approving, for purposes of Internal Revenue Code section 147(f), issuance by the Lake Development Authority of multifamily housing revenue bonds not to exceed $30,000,000 (series 2026) for the Silver Birch of Painesville Project; that resolution also passed.
Financial approvals included a resolution approving payment of bills in the amount of $1,537,818.27 and a resolution approving purchase orders totaling $1,041,334.66, plus several appropriation increases and transfers within general and non-general funds. Motions were made, seconded and approved with the recorded votes showing Commissioner McIntosh and Commissioner Plecnik voting in the affirmative and Commissioner Beveridge marked as excused.
Why it matters: These items implement routine county business — from development surety and sewer work to payroll and procurement — and include a notable housing-bond authorization that allows the Lake Development Authority to issue up to $30 million for a multifamily project in Painesville.
