Staff presented a companion set of text amendments to Chapter 154 focused on residential pools and spas, defining spa pools and clarifying when zoning or building permits are required for pools of particular capacity and depth. Staff said Chapter 154 adds a list of materials a site plan must include for permit review, requires deck-structure details when a spa or hot tub is placed on a deck (including manufacturer weight and gallons), and updates safety language for above-ground pools and ladders.
Commissioners raised consistency concerns between Chapter 150 and Chapter 154, particularly whether small wading pools require permits and whether above-ground pool access wording was consistent. The commission agreed to recommend Chapter 154 to the City Council with edits and asked staff to reconcile the two chapters so permit thresholds and access language match before council action.
